Karnataka 2018 Elections - Likely Key Issues

Every election is a challenge in India. In a vibrant democracy, with lots of freedom allowed to express oneself, and with unique reservation, religion, language and other pertinent issues, you can expect every election to be colourful.

2018 Karnataka election is likely to happen in May 2018. Let's examine what are the potential issues on which this election would be decided. There are mainly two parties fighting 2018 election - Congress and BJP. But JDS has sufficient base in southern Karnataka, hoping to become a King Maker with 40 to 60 seats out of 224 in the assembly. As of the final week of 2017, things look quite murky with no clear winner capable of crossing the magical 113 mark. These are not in any order, as any issue can flare up as high-priority one on any given day!

1) Kannada Pride: Usually language is not a big issue in Karnataka elections. Mining, Corruption, inter-state issues, Caste etc. are the big ones. But expect a lot of language pride (Kannada aasmite) to show up in 2018.

Image: IndiaTimes.com
Advantage? Congress and JDS.
Disadvantage? BJP.
Where would it mostly affect? Urban and Semi-urban areas. Maybe up to 15 MLA seats.

Why? Congress has worked for a whole year mobilizing various groups on social media and on the streets to show that Kannada is not given preference in may areas. NEET exams, new state flag, Metro train Hindi boards, central government offices not helping in Kannada, banks missing Kannada, railways not helping in Kannada and a whole lot. "Hindi Imposition" which is a Tamil Nadu trademark, slowly inching into Karnataka politics this time. The funny part is that most of this "imposition" was done between 1969 (nationalization of 14 banks) and 2010 (by which most regional languages had disappeared in Railways) by various Congress governments. But now it is easy to blame everything on Narendra Modi. So the game is on!
BJP has not defended against this attack till now. The goal of JDS and Congress is to show that BJP is a Hindi imposing "North Indian party". And they are working very hard to paint that impression.

2) Interstate Water Sharing Issues: Kaveri is a permanent issue in Karnataka politics, but for a change, 2018 might not see any anti Tamil Nadu sentiment in campaigns. Because unlike 2016 which was a horrible year of drought, 2017 has seen excess rainfall. Also Jayalalithaa is no more, who was a permanent fixture in Supreme Court cases, dragging Karnataka into conflict year after year. Tamil Nadu is busy with internal broken party politics, and there is enough water in both states.  The much talked about Mekedatu dam on Kaveri did not even take off. No one is talking about that failure of Siddaramaiah. Krishna water sharing has been smooth from Karnataka's side. Bhima is not an issue now. So the attention would be with the tiny state of Goa, which is hardly the size of one of the neighbouring districts of Karnataka. Mahadayi, which originates in Karnataka, flows west into Goa becoming Mandovi. There is a long pending drinking water project near Hubballi city which needs about 5% of Mahadayi water in a year. But as usual with everything in India, unnecessary complication has come in. The issue is very hot now. Something that could have been sorted out on a table in 30 minutes, 30 years ago, has become a Tribunal, Court, Politics and Emotional issue.

Image: Deccan Herald
Advantage? JDS.
Disadvantage? BJP and Congress.
Where would it mostly affect? North West Karnataka. Up to 35 MLA seats.

Why? For nearly 4 years, Siddaramaiah government did nothing except writing letters, giving speeches, and some delegation meeting. Now close to election, Congress is putting pressure on Modi to solve the issue directly. Because courts and tribunals would take forever, and it is easy to put the ball in Modi's court. On BJP side, Yeddyurappa met with Parrikar and Shah, worked some consolation out, but quick acting Congress has thwarted the entire thing. The goal is to put BJP in the guilty position saying that both central government and Goa government are BJP's, and they are not helping Karnataka. The funny part here is that Congress in Goa is playing the exact opposite card, trying to unseat Parrikar by painting him as anti Goa! In fact, the whole issue became a big problem after Sonia Gandhi gave a divisive speech in Goa ten years ago. Maharashtra also has a small part to play here. JDS is trying hard to saying both "national" parties have failed and it should be given a chance, while it failed to solve it when in power 12 years ago. Also JDS is also a "national" party technically :)

While politicians are doing all politicking, farmers are very angry - they are neither getting drinking water, nor the long term irrigation water. Two years, ago the anger was against Siddaramaiah for the brutal lathi charge his government ordered in Naragunda area. But now, it seems like the villain would be Yeddyurappa if something concrete does not come up.

3) Farmer Suicide: 2014 through 2017 have been terrible years for Karnataka farmers. Suicides have occurred on three major river basins - Kaveri, Tungabhadra and Krishna.
Easily, more farmers have committed suicide during Siddaramaiah's Congress regime, than many prior governments combined.. maybe a few decades worth of governments combined.

Advantage? BJP and JDS.
Disadvantage? Congress.
Where would it mostly affect? Throughout rural Karnataka. Maybe 40 to 80 seats.

Why? 3515 farmer suicides is not a joke. And this number might not even be the total number, as many are talking of much higher number. Families have been destroyed. Farmers are very angry at Congress government for giving pittance as compensation. One farmer Vittal Arabhavi had consumed poison and committed suicide right across from Suvarna Soudha in Belagavi, when assembly was happening. All the ads that Siddaramaiah gives about how he has helped farmers, do not stand a chance if BJP and JDS inform voters that poor governance was one of the biggest reasons for such large scale farmer suicides. But for now, this is not a very hot issue, as other emotional issues have been raked up. It is up to BJP to delicately handle this issue and help farmers. Also, BJP has a long list of good schemes of central government like crop soil card, crop insurance, MUDRA loan etc, to inform the farming families. Loan waiver is an ever green topic. Siddaramaiah doing a small waiver on cooperative loans did not yield any dividend, and Congress will keep pressing for a bigger waiver from the central government on nationalized banks. Kumaraswamy of JDS has already played loan waiver card. Whoever wins farmers' vote in large pockets, will easily win 2018 election. But right now, the situation of Karnataka farmers is in pretty bad condition.

4) Karnataka government in massive debt as a result of freebie governance: This again is a result of copying Tamil Nadu politics by Congress. Everyone knows that from Amma canteen, to free rice to other freebie politics, was a trademark of TN politics.

This month news items showed massive debt numbers since Congress came to power in 2013.

News link: Debt: more and more...
2013: when Congress came into power- Rs.1.12 lakh crores
2013-14 end -Rs. 1.36 lakh crores
2014-15 end- Rs. 1.55 lakh crores
2015-16 end- Rs. 1.80 lakh crores
2016-17 end- Rs. 2.05 lakh crores
2017- 18 end (expected)- Rs. 2.42 lakh crores

We are looking at Rs.38,000 debt over every head in Karnataka by the time this government finishes five year period.

Advantage? BJP and JDS.
Disadvantage? Congress.
Where would it mostly affect? Urban Karnataka. Maybe 25 to 30 seats.

Why? This is a tricky topic. Though Siddaramaiah has made more debt than all other CMs since 1947 (then Mysore) combined, he is still within the magical 25% limit of GSDP. So he can always claim that there is nothing wrong as he is using it for tonnes of socialist freebie projects like Anna Bhagya, Ksheera Bhagya, Shadi Bhagya etc. Congress also keeps showing that they have managed better investment into Karnataka than even Gujarat, without going into details of how much of that is central government's investment. Also, it is not clear from the ads as to what percentage is actually finished implementation generating jobs.

BJP on the other hand, has to push hard to show how this has harmed the state's economy and in spite of so much loan, the state has not seen any major irrigation or infrastructure benefit. Bengaluru in particular can understand this, with 28 seats at stake here. But for now, BJP has not been successful in driving home this point, and most people are not talking about this major issue. Lack of visible job creation is an important matter, which BJP has not capitalized so far.

5) Bengaluru Issues: Since Bengaluru has over 10% of the seats in Karnataka assembly, it is vital for all the three contenders. Dismal state of Bengaluru in traffic, rain/flood/encroachment, lack of infrastructure, overflowing foam in lakes, has hurt the brand image of Bengaluru across the country and in many cities in the world. Garbage issue is still not solved. People literally got washed out in poorly finished drains. Traffic has been a joke across the city.

Advantage? BJP.
Disadvantage? Congress and JDS.
Where would it mostly affect? Bengaluru - Up to 20 seats.

Why? Bengaluru elected BJP as the single largest party in 2015 BBMP corporation election. But Congress managed to snatch the Mayor seat from BJP by allying with JDS and managing overall majority using MLAs, MPs and MLCs. So naturally people are not happy with the setup. Bengalureans voted for BJP to form the local government, not Congress. So it is a big advantage in favour of BJP now, if they play the cards properly. Large scale infrastructure issues have dissuaded more companies to come into Bengaluru off late, with stiff competition from Hyderabad, NCR and other areas in India. Encroachment removal drive affected lot of poor people, while the rich and movie stars were spared. There is a lot of simmering anger among the Bengaluru city dwellers, who totally account for well over 60% of Karnataka's state revenues. But in return for so much tool, tax and cost they pay, they are getting pittance in return. Nothing worth mentioning has happened to show the world that the last 4 years were great for Bengaluru.

Congress on the other hand keeps blaming earlier BJP local government for loans. Congress is betting that populist schemes like Indira canteen (copy of Amma canteen of TN) will fetch lower middle class votes. Siddaramaiah is also very prompt in putting ads for any good news about Bengaluru, anywhere in the world - like the most dynamic city title, without thinking for a minute as to what was his government's contribution!

JDS can't say much as it is an opportunistic party which allies with Congress in Bengaluru, and with BJP in Mysuru!

6) Youth belonging to Hindu organizations murdered across the state: This is a big election issue as of now. Till now, these political murders were usually limited to Kerala in news. But more than 20 RSS, BJP and Hindu org people have been murdered since Siddaramaiah came to power. That has angered a lot of people. This month, a book written by famous Kannada Editor Hariprakash Konemane came into news.

The title reads - "Man Slaughters - Already 20. How many more?"
Book cover: Samvada

Advantage? BJP.
Disadvantage? Congress and JDS.
Where would it mostly affect? Uttara Kannada, Dakshina Kannada, Kodagu, Bengaluru and more. Up to 40 seats.

Why? Almost every year, there have been multiple murders since Siddaramaiah came to power. Political murders were there before also, but why BJP supporters are angry this time is - there is no visible action against the extremist ideologies that are targeting Hindu activists. To make things worse, Congress government had dropped 175+ cases against the notorious Muslim organization PFI when BJP was calling for PFI's ban. And since then, the deaths have been hot news every few months, with blames going squarely to Siddaramaiah's head. On the other hand Congress has been vociferous in blaming BJP and its leaders for provocation and disrupting "communal harmony". The usual targets are Pratap Simha, Anant Kumar Hegde and Shobha Karndlaje. JDS can't talk much on this, as it has also lost its cadre to murders, but since it needs to be in power in Bengaluru with Congress, has not made much noise. BJP squarely blames Ramanatha Rai, Siddaramaiah, Roshan Baig and other Congress leaders for provocations. Overall, there is a lot of fear factor among Hindu activists, which might affect a large section of voting depending upon how politicians use the fear. Siddaramaiah is seen as someone squarely siding away from Hindu organizations with his open calls to fight "communal forces" meaning RSS and BJP in his language. Cow slaughter is one of the most discussed issues since 2013 when Siddaramaiah repealed an earlier bill of BJP for stricter slaughter controls.

In fact, Karnataka being declared as the most communally sensitive state in 2017, is not going to help Rahul Gandhi when he campaigns here in 2018. Overall, law and order, women's safety, and related issues will pop up too.

7) Leadership Quality: Who is the strongest leader in Karnataka right now, is a big question. For Congress, Siddaramaiah is undoubtedly a tall mass leader now. With a weak High Command and Congress wiped out of most of India, Siddaramaiah's hands are stronger than ever. He also has not much competition from within Congress now as Mallikarjuna Kharge, DK Shiva Kumar, Janardhana Poojary, Parameshwara are not in a position to challenge him. He has projected himself as a mass leader for AHINDA (A = Minority, Hin = Backward Castes and Da = Dalit in Kannada) groups. Thought Yeddyurappa's KJP helped a lot in splitting BJP votes in 2013, a big credit is for Siddaramaiah's caste calculations. He is definitely a formidable force in Karnataka politics in 2018. Even though Congress has lost some stalwarts like SM Krishna, Srinivasa Prasad and Vishwanath, not much damage has happened on the ground for voter base. Even some serious charges against Siddaramaiah like expensive watch, de-notification, Lokayukta damage, ACB cases, nothing has dented his position as the top leader of Congress. Siddaramaiah also has a strong support among "Buddhi Jeevis" who have been cultivated with careful events and awards over the years.

Pic: OneIndia
Advantage? None have distinct lead in the CM's race.
Disadvantage? Not much choice for any party.
Where would it mostly affect? Everywhere. Hard to quantify.

BS Yeddyurappa is a top leader for BJP now, though not as powerful as he was in 2008 elections. He is nearing 75 years, so there is a lot of question mark on whether he would complete a term if elected as CM. But undoubtedly he is the only BJP mass leader now who can draw crowds in all 30 districts of Karnataka. His strength includes tremendous connection with voters across castes. He can attract diverse caste groups and commands respect of rural voters in many districts. But his biggest disadvantage is his corruption cases from 2010 and 2011 period. Though he is not convicted in any court of law, his brief jailing (for failing to get bail) has dented his reputation. Siddaramaiah talks about this all the time, and BJP is defenceless here. Though BJP has a RSS man as governor now, he is nowhere as lethal as Bharadwaj was when UPA was in power at the center. There are lots of young and emerging leaders for BJP like CT Ravi, Shobha Karandlaje, Anant Kumar Hegde, Pratap Simha to name a few. But none are close to CM's chair at present like BSY.  He is BJP's biggest strength, yet the biggest weakness also now.

HD Kumaraswamy of JDS is a very clever leader. Deve Gowda has trained his son in political maneuvering very well. His strengths include mobilization of Gowda (Vokkaliga) votes in 4 to 5 districts of south Karnataka. That loyal voter base can easily get him 20% of the assembly seats. He is also clever to latch on to politically beneficial issues like CM's watch, Mahadayi, Minorities etc. But his weakness is the pan state reach. Also he is tainted due to previous mining and other cases against him. JDS is not having much base beyond old Mysuru region, and also his health is not in top shape as he underwent heart surgery recently. Overall a sure shot king maker, but a long shot king if JDS manages 70+ seats.

8) Caste Equations: Two major caste issues for 2018 elections would be Lingayat as separate religion, and inner-reservation within Scheduled Castes (SC).

For decades, the issue of Lingayats being separate dharma or religion outside of Hinduism had surfaced. But for 2018 elections, concrete plans have been put in place. Rallies have happened across the state and Congress party's ministers like MB Patil and Vinay Kulkarni have actively mobilized lakhs of people for separating Lingayats from Hinduism.

Advantage? Congress.
Disadvantage? BJP.
Where would it mostly affect? Mostly in North Karnataka. Up to 50 MLA seats.

For decades, there was a debate as to whether Lingayats were different from Veerashaivas. There was also a debate on whether one or both of them are separate from Hindu Dharma. But this time Congress has openly taken sides and trying its level best to get Lingayats a petition for minority status. This has created massive rift within Lingayat - Veerashaiva community with 100s of Jagad Gurus from each side in verbal battle with the other section. It has not been pleasant to watch! Moreover, Lingayat - Veerashaiva has been together the biggest voting bloc for BJP, helping in more than 60 MLA seats during 2008 elections. This time, BJP has played a wait and watch position, which only time will tell if it helps BJP or not. Congress has already started smiling that it has split the biggest voting bloc of BJP. JDS has not much to gain or lose when it comes to this community as it has not much votes here.

The second caste equation is that of Dalits or Scheduled Castes. In Karnataka, there are mainly three groups of Scheduled Castes - The Right Hand, The Left Hand and the Misc Dalits. You can read here about the 1960 Dalit organizations in Karnataka, and 100+ caste divisions within the SC group.

The potential big issue for 2018 election is the "Ola Meesalati" or Inner Reservation issue.

Advantage? BJP
Disadvantage? Congress
Where would it mostly affect? In nearly 50 reserved constituencies.

Since conducting caste census a few years ago, Congress government has not released the data. But is has access, so it is carefully working to avoid the inner reservation issue from flaring up. Initially Dalit CM issue had popped up, but Siddaramaiah cleverly pushed that to inconsequence. But off late, the non-Right-hand Dalits have been vocal in securing fixed percentage of reservation within the SC quota, which would be a huge blow to Congress. In 2018 elections, the right hand SC might support Congress, while the left hand SC might go with BJP. If the reservation quotas within Dalit quota are altered, there would be huge implications on voting pattern. JDS is not a big factor in Dalit politics at present, but you can never rule out anything.

Muslim and Christian votes would be mostly be with Congress or JDS, depending upon who plays better card. BJP has been kept away with constant rhetoric from Congress side on this matter. Tippu Jayanti was one such massive project to consolidate Muslim votes into Congress for 2018. To counter this, BJP might get one or two saffron clad candidates too!

9) The Modi factor: This is a pan-India factor, which will certainly have effect in Karnataka. But to what extent is a big question mark.

In mid 2013, BJP had lost a state election and was in terrible shape due to KJP and BRSC splits. Morale was very low. At that time, it was Karnataka that gave massive hope to Narendra Modi in south India by volunteers forming Namo Brigade. It was so successful, that literally lakhs of youth poured into work for Modi as PM. And they succeeded in shaping the opinion in favour of Modi in no time.

Namo Brigade rally in Mangaluru - Youtube

Advantage? BJP
Disadvantage? Congress, JDS
Where would it mostly affect? In nearly 50 constituencies.

A state that gave the highest MPs for BJP from south India, the state which is considered as a gateway for south India for BJP, has lots of potential for Modi. But the key is.. will people vote in state election seeing Modi's promises, work and face?

BJP leaders think very positively. Because a lot happens with just Modi's name on the ground. Even after 3.5 years, Modi remains a very popular PM for Kannadigas. But Congress thinks otherwise. It is painting Modi and Shah combo as outsiders, and just talk without action guys. Siddaramaiah has been particularly harsh on Modi in his speeches. JDS is not that vocal, as clever Deve Gowda is not letting people know which side the wind is blowing. Overall, if BJP manages to rekindle the NaMo Brigade energy across the state, Modi factor alone can change the results in 25 to 50 seats. Devolution of taxes, MUDRA yojana, farmer policies, Explaining Digital India in India's silicon valley, GST, Bank Accounts and 100+ other schemes can be carefully explained by 17 Lok Sabha MPs and 4 Rajya Sabha MPs of BJP here. But can they beat the perception battle launched by Congress against Modi using demonetization, "15 lakhs" and tons of other local factors?

Can Rahul Gandhi be a factor? Doubtful considering the current scene. But after the sudden temple run in Gujarat, nothing can be ruled out.

10) Vote Division: This is a part of every election. Congress is trying hard to divide the Lingayat vote bank of BJP. BJP is trying hard to dip into Dalit vote bank of Congress. A number of small parties are coming into fray with Kannada film star Upendra's party being the notable one. If they manage to get even 10% votes in 20 constituencies, that would directly affect BJP as most supporters of Upendra's party would be urbanites. There were news reports of Congress getting tacit support from SDPI on Muslim side.

Advantage? Everyone
Disadvantage? Everyone
Where would it mostly affect? In nearly 100 constituencies.

But BJP will be trying hard to use Triple Talaq to divide Congress party's trusted vote bank here. A couple of years ago, Hasana had a movement of Muslim ladies led by Banu Mushtaq, a Kannada writer, to enter a mosque for prayers. Both BJP and Congress are trying to dent into JDS' core vote bank of Vokkaligas/Gowdas. BJP has already tried to dent into Siddaramaiah's Kuruba vote base, using Rayanna Brigade. Congress is on a spree to give land to various caste groups to secure as much votes as possible. SC/ST would be the most crucial bloc along with Lingayat considering the various uncertainty right now.

But one thing is certain - Unlike Hardik Patel and others in Gujarat, there is not much of an unknown person's entry into election right now. All are time tested faces.

In fact, Development is not a key issue at all as of today! Unfortunately so. Caste will be a dominant issue. There might be more issues, but let me stop here for now.

Your comments, corrections and additional pointers are most welcome! Take this blog post as an attempt to get more people to talk of issues, and get a clear idea, rather than campaigning for any party or against a party. In short, take it easy :)

Dear Karnataka BJP Campaigner, Read This First...

It's exactly 1 month from now, for the voting morning in Karnataka.

So many of you are supporting BJP and many of you are thinking it is a gone case for BJP in 2013. This letter is for those who support BJP, but are low on morale on how to tackle so much negative publicity about BJP's internal bickering since 2008. Even if you have written off BJP from 2013 polls, read this, so that you have an idea of what really was the case when it comes to positive development in Karnataka. This letter is not a manifesto or 200 page PDF, but just gives you enough information to research further. But more importantly, will help you realize that BJP government in Karnataka between 2008 and 2013, was not at all bad.. in fact, it was one of the best development period the state has seen in a long time!

If you are a person interested in campaigning or commenting about political events at the state, use these twelve strategies. I am giving them out openly, so that you rivals can also read and slow down a bit on negative publicity :)

Strategy 1: Talk about Public Transport a lot:

BMTC Main Bus Stand - Bengaluru {Pic: Skyscrapercity}
Easily Karnataka has one of the best, if not THE best bus service today. Amazingly useful & successful tries in public transport. International UITP-ITF award for the best innovation in public transport. The list of awards runs into pages! 10,229 new buses added to fleet, 93 new bus stations with all amenities were constructed. Dozens of crispy clean TTMCs are in place. The number of underpasses and fly overs built for traffic congestion removal are phenomenal. Alternative fuel usage in more than 2000 buses won the Golden Peacock Eco-Innovation award. Mention Bus day's great success which other cities have started copying now. Talk extensively about environmental projects in commercial establishment to reach out to the middle class Eco conscious voter.

Catch: KSRTC and BMTC were always "good" some will say. Show them the balance sheets and how they turned profitable big time during BJP rule.

Strategy 2: Connect with the Computer Literate:

e and m governance successes in Karnataka. {Pic: Medianama}

Talk lots of numbers about the awards and rewards for the e-governance projects. The national e-governance award for introducing Panchatantra software is a starting point. In the knowledge capital of India, Bengaluru, you need to connect with people who understand software. So e and m governance details, that too the unique aspects in India, must he highlighted.

BJP has given great governance, because the citizen guarantee time scheme, "Sakala" has processed more than 1,50,00,000 applications ON time! India's BEST government response guaranteed scheme! Every speech in every district must cover this.

Catch: "What's new here? Many states have it" they might say. Question them to show a Sakala equivalent in any state today, at that level of success.

Strategy 3: Highlight the Rural Project Successes:

Talk about rural projects, in simple language that people understand in. For instance, campaign in the key North Karnataka districts should focus on the local awards & rewards: Dharwad, Belagavi & Gulbarga districts received the national awards for successful implementation of NREGA Program. Give credit to the center, but also show that implementation matters.

No government in India, in ANY state, had the courage to bring out a separate Agricultural Budget for the farmers since 1950. This commitment of BJP for the farmers' welfare made sure that 'Jai Kisan' was not just a mere slogan. 10s of 1000s of crores of real money in useful projects like organic farming.

Catch: Some old events like Farmer shooting, or floods, or droughts will be brought up. Just compare farmer issues of neighbours, particularly Maharashtra after that state's massive irrigation scam induced drought.

Strategy 4: Metro, Metro and Metro:
Namma Metro with Vidhana Soudha in background. {Pic: IOSMW}

Highlight the Metro project as a separate topic. Bengaluru's Namma Metro is a success story very different from any urban train project in India. Unlike the Kolkata and Dilli projects, this was very much a state government effort, with less than half of support from the center. Compare Bengaluru with Mumbai & Hyderabad. The Metro train project planned at almost at the same time for all the three cities, but the latter two cities are still "building". That's purely because of Congress' misrule in Maharashtra and Andhra Pradesh. Bengaluru is almost ready with the next phases being inaugurated, while the other two cities are no-where closer to the first phase! Here highlight that work speed during BJP governance.

Catch: This had UPA's money. This was SM Krishna's time start etc. etc. But ask them, why Mumbai and Hyderabad failed so badly? Ask them what was Metro's percentage completion in 2008 when BJP came to power in Karnataka?

Strategy 5: Expose Congress and Others:

SR Hiremath exposing Mining Loot by  Congress. {Pic: Bharat NC}

Do not succumb to paid media's targeting of BJP. Talk about the details presented in the Supreme Court and other places, by the famous anti-corruption crusader SR Hiremath. Unlike the biased Santosh Hegde, Hiremath has clearly exposed that SM Krishna of Congress was the grand daddy of illegal mining. He has then declared a battle against the senior Congress leader DK Shivakumar's illegal mining exports. Also, bring in JDS' mining black phase involving HD Kumaraswamy. While Congress and paid media jumped on 'Yeddy-Reddy', they never told the people that Janardhana Reddy confessed to CBI of financing the late Congress CM of Andhra Pradesh, YS Rajasekhara Reddy. Ask openly, what was Congress' relation with Reddy brothers in Andhra Pradesh? What was Brahmani industry all about? Why did YSR share stage with Reddy brothers offering them all assistance in AP? What relations Ballary's brothers have with now jailed Andhra CM's son Jagan Reddy?

Catch: Reddy brothers topic is always the hot topic for Congress. Show them some explosive details from my earlier blog in 2011 -> http://kiranasis.blogspot.in/2011/09/reddy-brothers-and-andhra-pradesh.html

Strategy 6: Don't shy away from talking about Ballary, but show the current clean image of BJP:

Also, for those living in Yeddy-Reddy era. Both Yeddyurappa and Reddy are both non entities in BJP now. Also the so-called 'tainted' Ballary was Sonia Gandhi's first MP seat not so long ago. If Ballary had mine-mafia money, then ask who sponsored her election win there? Were there no mine barons campaigning for Congress?

Catch: Openly admit that BJP made some mistakes. Now look forward to 2013 and show them the current leadership starting with Shettar, Joshi, S Gowda etc. Compare with 3 CM period of Congress in early 1990s.

Strategy 7: It's the Economy, Stupid!

Two massive GIMs during BJP govt. {Pic: Skyscrapercity}

Budget: In 2007-08, the budget receipts in Karnataka were Rs.40762 crores. By 2013-14 the receipts grew to Rs.1,15,983 crores plus Rs.22,310 separate agriculture budget. That's a stellar 239% growth under BJP! When economy grows, everything else is taken care of. Why not highlight this systematically? The development expenditure increased in Karnataka from Rs. 27,009 crores in 2008-09 to Rs 77,383 crores in 2013-14. A whopping 186% increase. What else is more important for the state than development and substantial increase in the economy? Political bickering, however irritating it might be, should take a second seat in highlighting, when economy has such great news to talk about.

Catch: Implementation rate of GIM will be brought up. Show them nominal success rates of other states and the effect of mining ban on certain projects.

Strategy 8: Hit back on Congress' weak points:

Kureel's cartoon summing up "Porn" hypocrisy. {Pic: Indologygoa.WP}
About Congress' attack on BJP for 'porn' in the assembly, which finally got closed as a non-issue. How come BJP does not raise Abhishek Manu Singhvi's nationally talked about 'pants down in court premises' scandal? Why leave out ND 'DNA' Tiwari's Raj Bhavan episodes? Why not tell the voters about what kind of illustrative 'CD' sagas Rajasthan's Maderna has displayed? After all Singhvi & co are still the role models for that party :)

The same way, the so called secular Congress is planning to build a university for Muslims, with public tax money (unconstitutional most likely), that too under a mass murdering fanatic Tipu Sultan's name. Attack that totally communal votebank policy of Congress. And this party calls BJP "communal"? Expose them.

Why middle class is so confused about BJP? Because of the negative publicity. And who were the key players in that negative publicity? A self-proclaimed "Congressman" governor Bharadwaj who was infamous for protecting Bofors thieves, 'Bofors' Quatrocchi's son who lived in Bengaluru, SM Krishna's SIL who allegedly sponsored some rebel resort politics of BJP, the seriously biased Santosh Hegde whose junk mining report got flushed at Karnataka High Court and of course the media which only had an agenda against Yeddyurappa when he was the CM, but not against other ex-CMs. For instance, Congress and the so called 'Paid' media never told you that Jindal group that alleged bribed the ex-BJP CM BS Yeddyurappa, was owned by a famous Congress political family! Why downplay that very important point?

Catch: Don't be defensive trying to deny any BJP's misdoings. They did do mistakes. But contrast with the humungous scams of UPA lead Congress and the role models that exist in Congress, like Ibrahim (whose name was in a Rape FIR), Singhvi (see cartoon above) to name a few.

Strategy 9: Highlight the very good Law and Order:

Under the BJP rule, Karnataka had ZERO major riots. In fact there was not even a single riot that had more than 5 deaths. Compare that to Congress era when the 1991 anti-Tamil riots and the 1994 anti-Urdu riots saw dozens of deaths. Communal harmony and security for all citizen has been a total success under BJP. Did you see any Home Minister of India visiting the distant Asom and other NE states, to invite the panic stuck youth to return back to their state, after that SMS scare was engineered by malicious elements?

Talk about respect for the nation. BJP government gave respect to the soldiers of India, via the Martyrs Memorial. Gave 50% property tax relief to soldiers irrespective of state. These are the desh bhakti topics that need highlighting.

Catch: People will talk of Mangaluru incidents or Church attacks. Show them the incidents from SM Krishna's time. Show them how BJP acted swiftly here.

Strategy 10: Tell the people the mistakes of prior governments:

Congress & JDS simply blamed BJP for their earlier governments' faults. For instance the garbage crisis of 2012 was mainly  because Congress and JDS didn't follow Supreme Court deadlines during their rule. As a result, the minimum 2 KM 'no activity' near garbage dump got reduced to 0.5 KM, which then encouraged real estate mafia to put pressure against garbage dumps around the city. Also, when BBMP was expanded by absorbing all the Corporations of that time, no planning was put in place for a much bigger metro city's garbage disposals. BJP did a decent enough job, but could have done better.

Catch: No matter what you show, BBMP will be highlighted. But tell them the limitations of BBMP in a massive sized Bengaluru today. Show traffic, people and other growths from 2008 to 2013. Things can be better, but they are not as bad as made out.

Strategy 11: Talk about Power Handling:
National award for the Varahi implementation. {Pic: KarnatakaPower}

Karnataka also faced massive drought during some BJP years. But still, unlike the much worse situation in the neighbouring Congress ruled Maharashtra, BJP govt brought down the farmer suicides in Karnataka. From 956 between 2008-10 (more than 300 per year), to 38 in 2011 and single digit in 2012! That is an awesome achievement that should be highlighted and contrasted with neighbouring Congress ruled states. Similarly, explain the good-enough coverage of power situation in Karnataka, compared to Tamil Nadu or Andhra Pradesh. In Congress ruled AP for instance, 6000 units in textile, steel & ferro alloy sectors are closed over the past 18 months. 2,00,000 became jobless. All due to Congress government's power crisis mismanagement. In contrast, during the past 5 years, Rs.14,751 crores were invested in the power sector by BJP government in Karnataka. These will result in massive benefits down the line. Even when Raichur themal power plant did not get coal properly from the central Congress government, Karnataka did not run into any major power crisis. In fact, more industries came through during this period.

Catch: Rural power cut will be brought up. Show them average power given from central grid to Karnataka. Contrast with Tamil Nadu or Andhra Pradesh. Then show how well Karnataka still manages with less power.

Strategy 12:  Highlight the fact that Congress is going to doom Karnataka.

This is nothing new. Congress has done it many times before too. Vote for BJP to save Karnataka from the alleged CSR scam tainted Moily, the Telgi scam tainted Kharge, the mining scam tainted SM Krishna and DK Shiva Kumar, to name a few. On top of it, see how the infighting is going on between Parameshwar the Congress state president and Siddaramaiah, the state Congress legislative party leader. Their bickering and fights between seat lobby teams is all out in open. Worse, Congress can't project a CM candidate under any cost before the election, as infighting will doom the party! BJP in contrast has a firm CM candidate for months. Other parties like KJP, BRSCP and JDS are "atakkuntu lekkakke illa" when it comes to power. They can at the most think of 30-40 seats for king-maker roles, but never the king. Don't waste time going after them, particularly Yeddyurappa's KJP. It won't help BJP in any way. Remember, your opponent is
Congress primarily, and the lack of discipline shown between 2008-11 by BJP itself, secondarily.

Catch: That leader is corrupt, this leader is corrupt, will come up. But what you need to do is to compare the extent of alleged corruption or scam. The lesser evil is always a better choice, which is BJP in this case. Then if ULB election topic comes up, compare with 2007 there too.

Summary:

Remember, BJP had a much better chance to be in stronger position by April 2013, than where they are today. But still, all is not lost. Give your best shot. You never know, you can get 90 or more seats in May! The main reason being, the other choices in front of Karnataka voters are much more depressing and awful. A CM candidate-less Congress and a bunch of regional outfits.

Lessons From Sadananda Gowda's Exit

Over the past few days, it became clear to Karnataka people that they would be having their third Chief Minister from BJP, that too in the very first term of the party's first ever government in South India.

We anticipated multiple reactions from all around India. The media portrayed it as more of BS Yeddyurappa's strong arm tactic. Most anti-BJP social media folks agreed with the media and went a step further mocking BJP. Congress party came up with a statement that BJP changes Karnataka CMs like cloths.. Funny that a party that had 14 CM swearing in ceremonies in Maharashtra in the past 30 years (ruling for 25 years), a party that had at least 12 CMs (including rebels) in Goa in 20 years, a party that had many cases of 3 or more CMs per term in Karnataka, AP, Maharashtra, UP, Bihar, Rajasthan etc., had to come up with utterly silly comment :)

In any case.. the focus of my blog entry is not media, not Congress and not those who don't like BJP. I personally believe that since both  Sadananda Gowda and Jagadish Shettar are of similar Sangh background, their administration and viewpoints towards the greater cause of Karnataka and India wouldn't be much different.  But this blog is for those who strongly support Sangh ideology and BJP, but confused over this particular phase of leadership change in Karnataka. It's for those who have had a varied opinion about this change of baton from Sadananda Gowda to Jagadish Shettar. It's for those who are questioning 'internal democracy', 'party with a difference', 'clean admin versus approval for corruption' and other topics, without knowing clearly what really happened with Sadananda Gowda.

I am not going to get into the topic of if this change in CM position is a good thing or bad thing. If you want a recap of what happened during the first BJP CM change in Karnataka from BS Yeddyurappa to Sadananda Gowda, check this out. If you have a bit more time to figure out where the infamous Reddy brothers featured in the whole episode, who were their "true" political business partners, you can check this out. This time, I am mostly focusing on why Sadananda Gowda lost his CM chair. Read on. Feel free to comment later if you have a different opinion.

“Give a man power and you will reveal his true character”, said Abraham Lincoln over 150 years back. We can modify it a bit in the current context. "Give a man CM chair and he will reveal his true colour".

And how did Mr.Gowda reveal his true colour? Here we go:-

1. Cozy up with the Opposition:

If I have to list the first reason why Sadananda Gowda became unpopular within BJP, it is his cozy up with BJP's nemesis in Karnataka, the Deve Gowda family's JDS party.
DG with SG: {Source: Siliconcitynews}

Sadananda Gowda who was very vocal against Deve Gowda family in 2009, by comparing Deve Gowda to a Lashkar e Toiba Terrorist, was now going overboard to please the JDS party with the appointment Justice Chandrashekaraiah as the Upa Lokayukta. You can read through more on why this particular Justice was not liked by almost everyone else in BJP.

It's OK to have a pragmatic non-confrontational approach to governance, but not going overboard, that too in important nominations such as Upa Lokayukta position going against your own party.

Lesson learnt: Thou Shall Not Cozy Up With Opposition For Personal "Insurance".

2. Clearly going against his mentor and vocal in-party supporter, BS Yeddyurappa:

Anyone who followed the events of 2011 in Karnataka, would know two things:- a) that Santosh Hegde was very biased against BJP's first CM Yeddyurappa. b) and BSY strongly backed Sadananda Gowda as the next CM, surprising many caste 'observers'. But then came a very monumental event.Karnataka High Court not only provided relief for the targeted Yeddyurappa, but also threw out the entire chapter 22 of Santosh Hedge's mining report, which was the very reason for BSY's resignation in 2011. Understandably Hedge was "disappointed". But for an incumbent BJP CM, this was a huge statement in favour of the party. It essentially junked the entire media-Congress-JDS-Governor-Lokayukta attack on BJP on "illegal mining". But instead of celebrating this historic event when a retired Supreme Court Justice's report was junked at High Court, or at least keeping quiet in a dignified manner, our Sadananda Gowda remarked:   "There are still eight other cases pending against him!!". By any standard, this was a horrible back stab by Gowda to his erstwhile CM. Can you imagine any other party's CM going so overboard against his earlier CM? Sir, YOU touched Yeddyurappa's feet and took up the CM's position, and now went THIS overboard being opportunistic due to the feeling of chair insecurity? Naturally Yeddyurappa decided not want to "embarrass" Gowda and didn't campaign in Udupi Chikkamagaluru Lok Sabha by election.

Lesson learnt: Thou Shall Not Back-stab Thy Mentor or Supporter.

3. To project GIM 2012 a success, looked down upon GIM 2010:

Yeddyurappa had worked very hard with his able minister Murugesh Nirani in 2010 to conduct the biggest ever Global Investors Meet (GIM) in the state. He had succeeded in attracting Memorandum of Understanding (MoUs) of over Rs.4,00,000,00,00,000. By any standard, that was a huge success. Close to a million jobs were to be created due to the investment promises. But then the illegal mining issue hit the roof. Mining ban was enforced by BSY govt under pressure. Since more than half of the investment proposals were related to steel, iron, mining etc., a lot of these remained promises. But even giving a big discount to that problem, quite a number of projects took off and are still in various stages of execution.

Fast forward to 2012. Sadananda Gowda facing immense internal no-confidence-in-him issues, wanted to project 2012 GIM a much better event. The same Murugesh Nirani was with him this time. And sure they rocked! GIM 2012 attracted a whopping Rs.7,60,000,00,00,000 MoUs in 2 days! That must have been the biggest 2 day investment proposal ever in India, outside of Narendra Modi's Gujarat.

To a neautral observer, both GIMs were effective and in the best interest of the state. But how did Sadananda Gowda sum up "his" GIM in the backdrop of "his earlier CM's" GIM? "Yeddyurappa's GIM was an embarrassment!!". Is it Mr.CM? Your own party's government's GIM just 2 years suddenly became an embarrassment for you?

Lesson learnt: Thou Shall Not Take a Dig at Thy Own Government's Achievements.

4. Losing his own Lok Sabha seat in by election:

Earlier in 2012, BJP lost the Udupi - Chikkamagaluru Lok Sabha by election. It was not a huge defeat, but enough to shake their apple cart wherein they had won 90% of by elections since May of 2008. It may be too harsh to blame Sadananda Gowda for just one major by election loss, but there were two key reasons why this played out against him.

One is his ability to lead from the front. For those unfamiliar with Karnataka geography and caste equations, here is a quick course. Effectively the state is divided into three parts from political angle. The coastal & Malenadu (Western Ghats) region, the north and the south. The caste and other demography characteristics of each region differ drastically. The south for instance is dominated by the Vokkaliga (Gowda) community, who form around 16-18% of the state. You can see in green colour below the districts where the predominantly one caste party, the JDS, won, riding on this Gowda voting bloc during the 2010-11 Panchayat elections. Bengaluru city also falls in the south, and has its own characteristic which is not necessary to elaborate here. The north is dominated by Lingayats (Veera Shaivas). In over 14 districts, their might decides who forms the next government, which is substantial. Lingayats totally account for 1/5th of Karnataka, if not more. Even in the districts in grey colour above, they were almost fully behind BJP. The coast/ghats area is diverse, and a mix of many castes/communities. This is where BJP started its south India wave 25 years back, and since then has been a strong BJP base. The reason this demography was explained is to drive an important point. Without North Karnataka, which is BJP's strongest base today, there is no future for BJP in the state. Compared to North, coast/ghat areas (Gowda is from here) have smaller number of seats. Since BJP is not strong in the south of the state, it has to project a leader who has mass base in the north. Gowda did not stand up to that challenge, when he lost his own seat in the coast!

The second reason is kind of entwined in the above paragraph. When North Karnataka's Lingayats are 3 to 4 times more important for BJP's survival, compared to south, there is no way BJP can antagonize that voting bloc by continuing with a not-so-strong mass leader, who lost his own seat. If you already gathered it from the second point of this blog, you would have noticed that it was S Gowda's stupid utterance after Hegde report quashing at HC, that probably cost BJP this Udupi seat. These things play out big within the party and the high command would have noticed it too.

Lesson learnt: Thou Shall Not Lose Thy Own Seat. Winning Elections is a Must.

5. Proclaiming that (Only) Vokkaligas made me a CM:

This by far was the most stupid game played by Sadananda Gowda.BJP's R Ashoka, himself a Vokkaliga, pulled out a massive 'Guru Vandana' program of Gowda community political leaders after nearly 16-18 years. Putting Congress, JDS and BJP's Gowda community leaders on the same stage, handling all ego clashes, was not easy at all.

Going to a meet organized by his own community/caste is not a big deal. All politicians do. Taking care of the community's Guru is always a good thing for a leader. But what Sadananda Gowda did was horrible. To either overcome his own insecurity within the party when the powerful Lingayats are going against him, or to cement a much stronger bond with his caste audience in the case of danger to his seat, he played stupid caste politics.

In front of a huge gathering, he said that he got the opportunity to become the CM only due to the efforts and blessings of the community. That irresponsible "credit" given to one caste, openly, probably sealed his exit right there.

Lesson learnt: Thou Shall Not Play Caste Appeasement Politics for Personal Survival.

6. Not hitting hard on SM Krishna, Dharam Singh and HD Kumaraswamy, when he had a chance:

Golden rule of politics. You hit hard when you have the power and the opposition is in the back foot. Did Gowda follow that when he had the power? It doesn't seem like.

Dharam, Krishna & HDK. {Source: OneIndia}
When the Supreme Court (SC) appointed Central Empowered Committee (CEC) came to Sadananda Gowda for details of illegal mining by the former three CMs of Karnataka, Gowda reportedly gave very casual response with dilute details. For any observer in Karnataka, it was obvious that illegal mining did NOT start in 2008 when BJP came to power. There was a long list of irregularities right from 2000 when SM Krishna of Congress was the CM. The same irregularities became worse during Congress' Dharam Singh's CM tenure and JDS' HD Kumaraswamy's tenure. For details, refer to many reports from 2000-2008 period, which includes nearly one year of President's rule by Sonia Gandhi & Manmohan Singh, via Governor Rameshwar Thakur. Every regime gave dubious licenses and every regime has tons of allegations.

When BJP, which is slammed by all these parties for "illegal mining", had its best chance to nail the former CMs, that too when a SC appointed team is knocking on its door for hard details, it was shocking that DVS went very mild and slow. In fact, this angered so many activists that one screamed "DVS is shielding Krishna, HDK, as they belong to his community!"

Lesson learnt: Thou Shall Not Lose An Opportunity To Hit Thy Real Political Opponents .

So in summary:-

I believe that Sadananda Gowda scripted himself an exit before completing even one year. He definitely was a clean administrator. A smiling nice gentleman in most cases. A person who did work hard to clear any 'corruption' image stuck to BJP's first ever south Indian government. But he made crucial mistakes, some of which are listed above.  My guess is that he felt insecure that he might lose his CM seat, and also got greedy to secure himself a longer run, when the party script was not exactly that. He had a clear role to play when his former leader got into trouble, but he tried too hard to script a change to that role, without taking party and MLAs into confidence.

These are some crucial lessons for Jagadish Shettar and any future Chief Minister in India, on how not to lose CM chair by playing your cards too quickly, and too erratically.
