Samanya Praja and His "Changed" Dilli...

Once upon a time, Samanya Praja, a man in his middle ages, lived in a middle class suburb of India's capital Delhi. He was very frustrated with Indian politics. He wanted change. He was feeling angry at 1000s of rapes happening in his city. He felt like kicking the politicians indulging in 2G, CWG, Coalgate and a thousand other scams. He used to tell his family that he has lost hope in the Idea of India. He felt very pessimistic at the prospects of jobs, progress and security of his son and daughter. He was concerned on how his wife and himself would get any quality healthcare in Delhi, after seeing corruption from cradle to grave in the society.

Then came a messiah.. A self declared corruption fighter named Arvind Kejriwal. A man who worked as a government babu, but miraculously managed to avoid transfer in his entire career.. a Guinness record in corrupt India! He always sat next to famous people of the society like Anna Hazare and Baba Ramdev. He dressed like Samanya Praja, so there was a lot of connection. The simple shirt, the basic pant, a chappal, no big car, very pleasing mannerism.. Praja got very attracted. He heard Arvind a few times. He got very inspired at "Brashtachar khatam karo" slogans. He convinced himself and his family that this man can change Delhi. This man is the answer to all ills they had seen so far. They paid close attention to the charming words of Kejriwal. The most impressive speeches were always on how the highly corrupt Sheila Dikshit would be sent to jail if Kejriwal comes to power. They cheered when they heard that rapes would be stopped in Delhi. They loved it when they heard that Delhi would be a clean and green city. Praja jumped when they heard that they would be getting cheaper electricity 24*7, no more slums in Delhi, cheaper and reliable water, clean roads, children getting free WiFi, lots of new schools, upcoming great hospitals, perfect Lokayukta and Lokpal systems, perfect harmony in the society, absolutely no cheating by MLAs, security for senior citizen... oh the list was so long.. it felt like a Utopian dream world was just knocking on the door of Delhi..

Then a tragic accident. One bad evening, Samanya Praja got hit by a drunken driver. He descended into coma.

After great effort by doctors and his family, he woke up just before Diwali of 2015. The family cheered and prayed to Durga mata profusely. Thank you Devi ma.. Our Samanya Praja is back in walking state after sleeping unconscious for a long time.

After 4 hours of cheers, juice and light food, Praja asks.. Where am I? What date is it? How are things?
His family slowly answers them.

By evening, he got curious on how things are. He was thrilled to learn that his ideal politician Kejriwal had become the CM by winning the election by a huge margin. He was like.. Oohhooo!! His wife said.. Jee.. relax. You still need some rest for a week. Don't get excited. Praja was still cheering. You don't know dear. I waited for this moment for years. I hope Delhi is now a great place!

His wife and kids didn't show any smile. He got worried. He asked his son. Did you get the WiFi? He nodded left to right. He asked his daughter. Are girls safer now in Delhi? Rapes have stopped? She got tears.. Pappa.. it has gotten worse. Even 2 and 5 year old girls are not left now. Oh! Praja is shocked. He asked his wife. Is Sheila Dikshit, the horribly corrupt woman who ruined Delhi, in Tihar jail? She just looked down. He got furious now. No WiFi.. no safety for women.. no jail for Sheila? What the heck?

After 10 minutes of silence, he continued. Is there a Lokpal? Son nodded no. How about a Lokayukta sending all corrupt to jails? No daddy.. We only got a name-sake Lokayukta a week ago. We had none till now. So far no jail for any corrupt. Praja is furious.. then at least tell me that Arvind's government is working well. No corruption in the MLA circle. Right? His daughter got angry. Pappa.. this Arvind cheated us badly. His MLA gang is full of crooks. Law Minister went to jail for Degree fraud. More are about to go to jail for degree frauds. Former law minister is about to go jail for beating up his wife. His own MLA was caught in corruption needing a firing on live TV - just like for everything involving Kejriwal, his MLA firing also needed TV camera and action! His MLAs are now VIPs with big cars. Kejriwal himself got a 5 bed room bungalow after all preaching earlier of no bungalows. They spent 100s of crores on just giving radio and billboard ads. They kicked out Prashant Bhushan, Yogendra Yadav and other uncles with whom you were on roads doing dharna earlier. This guy has become a power hungry dictator.. Worse, he has no portfolio under him, so that he can keep doing 24*7 drama across India, while our roads are full of stinking garbage. And there are still lots of slums and they are getting bigger. No new school or hospital in sight. I can't see any new job creation for Engineers, Commerce Graduates or Scientists. Traffic is getting worse. Yamuna is still full of froth. Road rage is very high. In fact, Kejriwal's party law makers like Alka Lamba were seen vandalizing a shop. Nothing pappa.. I repeat nothing.. got better after years of listening to Anna and Kejriwal speeches.

Praja is now really feeling dizzy. After months of coma, what he heard made him even more weaker. What are you telling children? At least tell me that he has not allied with any corrupt politician. His wife got furious now. This guy is an ally of Lalu Yadav's ghatbandhan.. the same chara chor who went to jail!! Worse.. even the 2G scam tainted Sonia Gandhi and Rahul Gandhi are in the same team for which Kejriwal is campaigning in Bihar! What more you want?

Praja became unconscious!

When he woke up after 10 minutes. His daughter gave lemon juice and told. Pappa.. we got fooled. That Sheila was corrupt, but she was 100 times better than this drama guy. Kejriwal and his irresponsible gang even watched a poor farmer from Rajasthan commit suicide 30 feet in front during a speech, but still didn't stop their speech blaming central government and police. This CM has no respect for the police who protect us. He even called them criminals and "thulla". All he does is keep fighting with police, Lt Governor, Home Minister and Prime Minister. Sometimes he gets mad at press too, in spite of his entire career being built by press and TV. I have never been cheated mentally like this before. He raised our hopes on every corner. Got our votes. We worked with his topi gang on streets for months. Now, all we get is ads using our own money, to blame the central government. We could have done that free, sitting on our sofa.. We Indians are experts in blaming politicians in our homes, for generations. Why did we need a Chief Minister who has no portfolio, spending crores of our money, to blame government that we are experts in blaming ourselves?

Then power went off. It took 5 minutes for the critical machines to get generator power. Mosquitos were biting his tender skin. His wife was worried about Dengue and screaming to put a coil to prevent mosquito bites. By then the exhausted Praja had gone back to coma.

How to win election with Lies, Fraud and BrainWash: The AAP Style.

Yes, you read it right.. this article is about how to win election with Lies, Fraud and BrainWash, following the immensely successful model of AAP in Dilli-2015.

At the same time, I understand democracy, respecting the verdict of people, work done on the ground by AAP volunteers etc. I have nothing to speak negatively about those. Those who supported AAP can certainly celebrate and rejoice.

This is only to highlight how shady methods were employed and how they succeeded. Throughout this writeup, a series of social media posts would be used. All credits to the original posters. The reason they are cited here is only to prove some points. Also, I hope all the pointers posted by them are accurate and done with due diligence. If anything is inaccurate, please point out in the comments for the benefit of myself and other readers.

1: Pre-emptive strike on your opponent with rumour-mongering:
Of course a blatant rumour. AAP started putting Jagdish Mukhi as BJP's CM candidate long before the election. One this was a clear rumour as BJP never declared him as the BJP CM candidate. Second, this was unethical as you don't put your opponent party people's pictures on your posters, without their permission. Maybe illegal too.

This was followed by a series of such speculations about a dozen possible "CM Candidates" of BJP. Finally they settled down with Kiran Bedi when she was announced officially by BJP. That too, using her picture without her permission, calling her "opportunist", when Kejriwal himself had betrayed Anna Hazare with opportunism.

The idea was to create massive confusion in the minds of voters about your opponent. A guerilla tactic.. Highly unethical, but who can tell that to AAP? They did succeed in creating confusion within BJP camp that showed up in results later.

2: Fooling Modi supporters about Modi for PM, Arvind for CM:
Let's face it. Everyone knows what a massive wave was there in 2014 for Narendra Modi. Dilli gave 7 out of 7 MP seats to BJP. So AAP had to reinvent. They started a fraud campaign on their website and Youtube/Facebook/WhatsApp videos about Modi for PM and Arvind for CM.


They were exposed on Twitter, and had to roll this back. But the subtle impression was built on Modi supporters who were undecided on the Dilli government part. Hey, this does not sound like a bad idea, coming straight from AAP website.. that's how a first time voter might think.

Again, an unethical and blatant fraud. You don't put such things without taking permission from BJP to use Modi's pictures.

3: Blatant misinformation about the sensitive Black Money topic:
Not just AAP, but their partners in crime, Congress too used this extensively.

Lies were planted in an organized way in social media, mainstream media, political circles, and even all the way to the parliament sessions. What were those lies?
> Modi has promised to deposit Rs.15 lakhs per person after retrieving black money.
> Modi has promised that within 100 days of coming to power, this would be done.

Watch this video and decide for yourself. It clearly exposes the lies propagated by highly iresponsible leadership of Congress and AAP against Modi. I have watched a few more of Modi's 2014 campaign videos and from what I know, nowhere he made the 100 days kind of promises.

This particular topic made a huge impact in the minds of the middle class that had voted for BJP or sympathetic to BJP. It confused them to come extent about BJP govt's intentions and lured them towards AAP which promised a very "clean" government. BJP did not do a good job in telling people that Modi government had done its work before June 2014, submitting to Supreme Court monitored SIT, all the necessary documents. It is a court matter now which the government is actively pursuing.

4: Fooling people about "clean" politics and candidates being really "aam aadmi".
After confusing people about BJP (NDA) government at the center, AAP kept on repeating that they are very clean. Unfortunately, educated voters did not do fact checks.

Here are some that they should have checked.

They should have asked AAP - How clean are your candidates?
The reality was that, when the "bad" Sheila was CM, Dilli assembly had 43% MLAs with criminal cases. When "good" Kejriwal becomes CM now, it would be just 34%. Nothing to be proud of. AAP fooled Dilli on this front.


They should have asked Arvind Kejriwal.. how clean is your criminal record sir? 
This "very clean" Yug purush has 4 serious IPC cases and 43 other IPC cases against him as per Delhi Election Watch website. Is that a very "clean" politician profile? 

If you don't trust me that's OK. At least find out what Prashant Bhushan did internally at AAP side about the dubious money and muscle power that was being given ticket in the name of "aam aadmi". They should have asked how "aam" are your aam aadmi candidates?
They didn't. So now Dilli has some extremely rich people as MLAs, while the drama was all along about being "aam aadmi" or common people.
  • Parmila Tokas declared assets of just Rs. 88 crores! 
  • Naresh Balyan - 58 crores. 
  • Kailash Gahlot - 38 crores. 
  • Naresh Yadav - 27 crores.
  • ....... and so on.
In comparison, India's per capita income is still well below Rs.1 lakh per year. How many years does it take for an "aam aadmi" to earn 1 crore at that rate?

BTW, the same Naresh Balyan was quizzed by police for the large scale illegal liquor distribution allegations.


They should have asked how qualified your candidate are?
Remember when Om Puri was launching scathing attack on the educational qualification of MPs when Arvind Kejriwal was with Anna Hazare movement? Now, we have an assembly in Dilli, wherein 34% of the MLAs have not gone to college!!

So 1 in 3 MLAs is an "anpadh" and "ganwar" as Om Puri screamed with same gang! How hypocritical.

See how easy it is to fool the gullible, even in the capital of India! In contrast to these super rich "aam aadmi" MLAs, the "pro-rich" Narendra Modi is 52 times poorer than AAP MLA Parmila Tokas.

5:  Character assassination of India's Prime Minister over a suit.
There were many different ways PM Modi was targeted throughout the campaign. I would not get into the subtle social media attacks on his child marriage's wife which was construed as "disrespecting women". There were very derogatory images circulated which are better left out here. But one thing I must speak about is the controversy created over Modi's "10 lakh or 15 lakh Rupees suit" during US President Obama's visit to India.

It all started with the discredited Times of India running a story in late January about the so called "Nine Lakh Rupees" suit that Modi wore while Obama was here, which had his name embroidered. AAP and Congress picked up on this, along with some discredited media houses. They ran a full fledged campaign everywhere, including social media trends about this suit. 9 lakh suit.. 10 lakh suit.. 15 lakh suit.. Some irresponsible speeches were also given like that of Rahul Gandhi where these lies were repeated in a Goebbels method.

When all was done and dusted, the same Times of India brought in a small paragraph of "clarification" and "regretted" for the false news.
So in reality, the suit material was a gift given to Modi by a fan. He did not pay any lakhs from his pocket or using government money. He had it stitched in Gujarat. I doubt if he even knew that it had his name as embroidery, but that's a separate topic. It is NOT a crime for a world respected head of state to wear good cloths, that too when gifted by a fan. But this AAP campaign threw so much muck into the campaign painting him as an "agent of rich", completely obscuring the track record of a man from very poor background who rose one step at a time in his life. Highly negative and immoral campaign was launched against Modi, that fooled lakhs of voters.

There was a brilliant and emotional post on the social media today, that exposes the blatant character assasination method of AAP in Hindi. My apologies for not translating it, but if anyone wants, you can do it in comments.

In summary, a poor man who sold tea as a child, who spent 3 decades with nothing more than 2 or 3 sets of cloths traveling across India, who slept wherever nature offered space for him, who ate at places wherever food was available, a very humble and down-to-earth man, was projected via negative campaign as an arrogant rich man who wears 10 lakh rupees suit using a phony news paper article of Times of India. And, this is not the first time Times of India did hit jobs on Modi. They had done it with "Rambo act" during Uttarakhand floods too. To his credit, Modi has never sued these hit jobs of media. 


6: Negative campaign against a very successful NDA government's first 9 months:

An extensive campaign was launched that Modi government has not done anything in the first 8 to  9 months. And many lakh voters believed it due to the poor countering mechanism of BJP. There was a systematic misinformation launched at slums about land acquisition bill, about the government spending a lot, whereas it was actually saving expenditure. False information was spread on inflation and GDP, when they were actually being corrected well. Last but not the least, the Jan Dhan Yojna which has brought financial inclusion to over 11.5 crore poor Indians in 4 months (a record in human history in terms of numbers for 4 months), was painted as negative!

So, Modi did not do anything substantial in 9 months as claimed by AAP and Congress? Read this impressive list shared by @rajji3351 user on Twitter. (the last 2 words are not in good taste, but I am just using what was shared)

7: Allegedly receiving dubious funds while screaming that other parties have shady funds:
Social media was abuzz with #AAPFundingScam a few days before the election. Of course, this was brushed aside by the self-professed "honest" AAP with a bravado to "arrest me". When you screamed for years that BJP and Congress gets shady funding, how come you ran a campaign with shady funds too? Social media was abuzz for months with very dubious transactions shown on AAP website. Just search around and you can find 100s of such examples.

But this one about 2 crore of dubious fund was important. Not surprisingly now AAP has received an IT notice.



And @nayanchandra who shared this, claims that not only that they had this notice before the results, but also deliberately leaked it after results, to cry foul about "vendetta politic".

Very concerning matter as a whole which Dilli voters completely missed. 

8: Scaring people with rumours about EVM tampering:
This was again a well thought out dirty trick of AAP. Throughout the campaign, even during prior elections, they kept on saying BJP and Congress are giving money and liquor. This time, Kejriwal got chided by the election commission. But rumour mongering did not stop. Kejriwal himself lead the rumour mongering about electronic voting machines (EVM) being tampered by BJP!


 So all those who screamed about EVM tampering, would accept that they were tampered in favour of AAP, after the massive 67 seats result?

Dirty politics at its lowest level by AAP.

9:  #KejriMaths - The dubious mathematics that fooled voters:

2015 Dilli election was primarily won with a barrage of promises of free things and subsidies. Water, Electricity, Wi-Fi, homes, VAT.. you name it and AAP claimed it would give either free or at a high subsidy. Unfortunately, the voters of Dilli did not scrutinize the claims. 

They did not ask.. Boss, where would you get money?
For starters, the most latest annual budget of Dilli is only Rs. 36,766 crores. This is a semi-state that lives up for most part on the money of Indian union, contributed by all states, including some of the poorest states like Odisha and Bihar. Being the capital region, the roads, trains, airports and pretty much every form of infrastructure is built mostly using the Union of India's money, unlike Mumbai, Bengaluru, Chennai etc. who have to build mostly using their local tax money. No one in Dilli loudly asked.. even at basic Rs.10,000 per CCTV, Kejriwal has to find Rs.15,000 cr just for his CCTV promise. Mumbai spent over 900 crores just for 6000 odd CCTVs. Where would you get that money?

Here is a well analyzed article from Business Standard that exposes the highly dubious freebie plan of Kejriwal and company. You can see, late of course after the damage is done, that most promises in the manifesto of AAP were camouflaged or with poor mathematics.

Nothing explains the impractical nature of these over ambitious promises, as this small writeup that made rounds extensively on Facebook, WhatsApp and Twitter. 

Good luck Dilli, trying to find money for this #KejriMaths!

Reading the @ramaraoKP shared news paper link, it is amply clear that the Santa Claus Kejriwal has promised the sky, but didn't tell that his account has no money!

Expecting lots of Dharmacracy now about how "Modi is not giving money"? Light.. sound.. action!

And, a lot of young folks voted AAP for the "free WiFi". But the fine print is emerging now after the election. This is shared by @vickymackdown.


Only 30 minutes free.. Not for any house, office, mall etc. Even when available, Facebook, WhatsApp, Email, Twitter would be restricted. I am sure these fine prints were not in the manifesto or public ads before the election.

After reading all these.. I am reminded me of that famous ad.. No Ullu banaoing :)
But too late for Dilli public.

10: Unholy partnership with a single minded greed for power:

To get into power in Dilli, AAP pretty much used every possible corner available.Who cares if Mamata Banerjee herself is in a serious mess with Saradha scam running into 1000s of crores? We will take her support! Interestingly, her party MP was in forefront talking against Church attacks, that were mysteriously hapening right before the election. Who cares is communist ideology is opposite to Mamata, for power in Dilli we will take CPM support too. Who cares if Owaisi family is highly controversial with anti Hindu communal speeches? We are all same here fighting "communal BJP". Who cares if Nitish Kumar has a dubious record of backstab politics and caste politics in Bihar, we want their support.

Importantly.. who cares if we said we have nothing to do with religion. Our people will visit Church priests and openly tweet their support. We also got support from the controversial Imam Bukhari, but for publicity, we want to stay away.


What was that again? Secularism means separation of church and state (politics). But for power, we will go with anyone as long as they are against BJP :)

And AAP even gave tickets to highly controvesial people like Amanatullah Khan, who did not hesitate to insult Ashok Chakra awardee, Martyr Inspector Mohan Chand Sharma within hours of getting elected!


As long we are keeping  BJP out, everything else is fine! Who cares about ideology, religion-mix and other factors. "We" would even play caste politics twisting an ad of BJP that talked about a gotra.

In summary:

AAP tried every trick available - whether it was unethical, immoral, illegal, outright impractical.. doesn't matter. As long as BJP is defeated. And they succeeded.

But it was not as bad as media projected for BJP. As @durgaramdas computed:
BJP in 2013 assembly elections of Dilli got 26,75,857 votes which resulted in 32 seats.
BJP in 2015 Dilli assembly elections got 29,36,390 votes, but only 3 seats.

That's because BJP retained it's assembly vote share. What really happened was the ganging up of everyone else against BJP, particularly the Congress voters who deserted Rahul Gandhi fully. 
That's only a consolation for BJP. But the real failure of BJP was in not being able to counter the long list of lies, frauds and outright misinformation braiwash campaign that was launched in 2015 Dilli elections. Hope they learn. Goebbles method has been used extensively against BJP here and the same can be replicated in the upcoming state elections if BJP is not careful.

I also hope AAP learns from the mistakes and compromises they did during this election. The trust of youth power of Dilli on them is quite huge. They should deliver now. How they deliver is up to them, without blaming Modi or BJP!

Strange Ways AAP Gets Surveys Done

I came across this week, a survey on the new Aam Aadmi Party's website. 47% of Dilli folks want to give AAP a chance.. Impressive for a new kid on the block.












But the surprise did not long for long. Started reading it through a bit.

The AAP website said further:

Aam Aadmi Party commissioned Cicero Associates(www.ciceroassociates.in), a New Delhi based consultancy firm, specializing in public opinion polling and survey research, to carry out the second round of a Delhi wide survey of a representative sample of Delhi’s voters.  The first wave of the poll was conducted in February 2013, while the data presented here is from the second wave.
Wait a minute.. we have seen this Cicero name somewhere on Twitter. So it took me to the second step. The website of Cicero Associates. Strangely, they are still "upgrading" the most vital piece of their website, the people who own the company.

That made me more curious, because that survey company claimed that their advice is based on results, and not intentions. If the intention is not important, why is the team page empty? Started searching.

Next I landed up on a news paper website.
Twitter was abuzz with charges about how AAP is a Congress front because it chose a company, which has a Congressman as one of the two directors. In the third phase of the survey, AAP had given itself a 28% vote share and Kejriwal as popular preference for the post of chief minister.

A link leading to an article “Proof that Aam Aadmi Party is a front of Congress, survey is false" on a web-based newswire site claimed that one of the two partners of Cicero Associates & Consultants is an office bearer of Delhi Pradesh Congress Committee (DPCC). The DPCC website on Wednesday showed Madhur’s photo and his Badarpur address.
By now it was truly amusing to me..  How can a company seemingly owned by a Congress person (party or fully), can do a survey projecting "massive" opinion in favour of the new kid in political arena, this AAP? The next step was even more better.

For the past few months, we are being bombarded with a survey in which Aam Aadmi Party has claimed victory in Delhi elections. The survey was done by Yogendra Yadav, using an unknown agency called Cicero Associates & Consultants Private Limited. The numbers claimed in the survey were hard for any agency to achieve. They claimed that the survey was carried out between September 5 and October 5 among all 70 assembly constituencies, covering 1,750 polling booths and 34,425 respondents.

As a data scientist, I am quite aware that modern market research is a science and the results cannot differ much from other surveys done by reliable agencies like AC Neilson. Conducting more than 1,000 surveys in a day seemed to be a no mean feat.

The website of Cicero Associates, which was registered just on May 30, 2013, lists their address as A-166, First Floor, Defence Colony, New Delhi, Delhi, 110024. So the company did not have a public face before May 30, 2013. The snapshot of the page on that day by Archive.org lists a freshly hosted domain. I am quite familiar with Delhi and know that A-block of Defence Colony cannot house so many field agents to conduct a massive survey. So I decided to investigate.

Registrar of Companies data reveals that the authorised signatories of Cicero Associates are Sunit Kumar Madhur with the address of GA-34, Block GA, Pulpeladpur, New Delhi 110 044. The other Director is Dhananjay Joshi with the address of A-7/3 SFS Flats, Saket, New Delhi 110 017. An authorised signatory is the Karta Dharta of the company.
A simple Google Search reveals that A-166 First Floor, Defence Colony has the office of Langjobs, Interpreters India and other businesses. It certainly didn’t look like a market research entity.

Delhi Pradesh Congress Committee Site lists one of the Directors of Cicero, as a General Secretary - Shri Sunit Madhur, GA-34, Pul Pahladpur, Badarpur, New Delhi-110 044, 9311012007 as a General Secretary. His own twitter profile describes himself as: “Congress worker. Entrepreneur. Only the people who have to compromise& be pragmatic in their daily lives know the value of idealism and romanticism....”

A name and address like that is unique so both are the same set of people.
The other Director is a property dealer running a firm called Intouch Associates revealed from his profile at 99acres.com.

For Aam Aadmi Party, which is dead against Congress, it seems quite strange that it has to choose a dummy market research company, which is owned by a known Congressman to conduct a survey!

By now I was clear as to what was all this fake survey and worse.. the role of AAP as the B team of Congress as so many people on Twitter say. I initially didn't pay much attention to such theories, but looking at the details here, it was not hard to believe so any more. And this screenshot of research posted on that website, with data from Ministry of Corporate Affairs website confirmed that they had indeed a perfect research done. And you can spot at the left bottom corner of the image, a clear solicitation to get someone to youth or main Congress party. Download and zoom the image if you wish to read thoroughly.


And by the time I got to the twitter account of this Sunit Madhur, Director of this mysterious Cicero Associates, it was probably late. He has no bio there.

Now that you have read till here.. tell me honestly. If you were going to topple Sheila Dikshit's Congress government, why would you get your survey done by a firm owned (partly or fully) by a Congress regional General Secretary? Will you get a survey done by a firm owned by BJP General Secretary (hypothetically), if trying to topple Narendra Modi's government in Gujarat? Will you get a survey done by AIADMK affiliate's company if trying to challenge Jayalalithaa in Tamil Nadu?

Whom are you trying to fool with such "farzi" surveys, Mr. Kejriwal? Worse.. are there still some people who believe that there is no mysterious "hand" behind this sudden hype of a new kid on the block called AAP? :)

Jammu and Kashmir: Injustices and Myths

The first image that comes to most minds when they hear the 'K' word for Kashmir, is the lack of peace. Depending upon which side of the opinion fence they are sitting, they will also visualize injustice, refugees, myths, oppression, terrorism and so on. There are plenty of movies made, documentaries presented, numerous propaganda material over the internet and innumerable government material in India, Pakistan, China, Britain, US and other countries, not to mention the UN Security Council.

This blog is not to focus in depth the issues that most people are already talking about. The attempt of this blog is to list some of the "not so famous" injustices and a few myths involving Jammu and Kashmir state. Most of the information is collected from people with first hand knowledge of Jammu region and Kashmir valley or those who have spent a good deal of time methodically researching the related material. All kind of comments, corrections and opinions are welcome, as long as they are not obscene or attacking a commentator writing comment.

So here we go without any further delay, listing 9 Injustices:

1. Injustice to refugees in general: There are close to 19,00,000 refugees in Jammu region of the state, among a population of 55,00,000. That's close to 35% of the population in some kind of refugee status or shelter. Very few people actually talk about them.

Out of these 19,00,000 refugees, 4,00,000 are the Hindu Pandits cleansed from Kashmir valley since 1990, 4,00,000 are descendants of non Jammu and Kashmir state refugees who came from Pakistan during the bloody 1947 partition, and 10,00,000 are the descendants of Jammu and Kashmir state refugees who are technically "internally" displaced as they came from Kashmir parts which are now under China or Pakistan's occupation. These technically internal refugees ran to Jammu region of India during 1947 when Pakistani raiders and communal elements forced out the non-Muslim population. The last group of refugees are the 1,00,000 people of Jammu hills who moved to safer places due to recent waves of terrorism. It's also natural that many of these either already sending their children to Delhi, Mumbai or other cities for job, or planning to send, considering the pathetic living conditions in refugee camps or settlements.

Very few people ever talk about these refugees, their victim-hood and the pathetic conditions in which most are living.  

2. Injustice to Other Backward Castes (OBC): Jammu and Kashmir is probably the only state in India where there is no reservation for OBCs.The state constitution is silent on OBCs and so is the state administration. There is no count also done like in other Indian states. It's surprising that the champions of backward castes in India are silent when it comes to Jammu and Kashmir OBCs.

3. Injustice to Scheduled Tribes (STs):  Anywhere from 10-18% of Jammu and Kashmir population is STs. A 10 year old Government of India census data shows 10.9%, but actual numbers today may be higher per those with first hand knowledge. Out of the refugees in Jammu, who moved from Pakistan, nearly 75% are SCs or STs. Indian constitution guarantees affirmative action and political reservation for SC/STs. But in Jammu and Kashmir, this is not the case! Contrast this with Uttar Pradesh, where less than 1% of the population is ST, but they have political reservation. These refugee STs have no voting rights, no property, no admission to colleges. No human rights for them? If they had any clue of how badly they would be treated in Jammu and Kashmir, who knows, they would have migrated to some other state in India during 1947-48 carnage that happened in the Pakistan region. For instance, nearly 48,000 Hindus and Sikhs got killed just around Mirpur and Muzaffarabad areas of Jammu and Kashmir within Pakistan now. These people are descendants of those who ran away just to save their lives, with least botheration about legal implications of their intended settlement area.

Even for Scheduled Castes of Jammu and Kashmir, there was no political reservation as recently as 2007 in the state. It took a Supreme Court ruling to tell the government in Srinagar to correct this grave mistake. We need to wait and see how this is really implemented.

4. Injustice to grass-root governance (Panchayati Raj): Jammu and Kashmir has seen probably the lowest number of grass root elections, or Panchayat elections in India. They were held in 1964, 1971 and 1978, before being resumed in 2011. They might have been held in 1959 too, but we are not sure. Every other state in India sees Panchayat elections once every 5 years, so this has historically been a big blow to democracy at grass root level. Local governance is always the best governance. 

5. Injustice to Jammu and Ladakh Regions: Jammu and Ladakh continue to be given second-class treatment in Jammu and Kashmir state. Even though Jammu has 27,000 sq.km of area and 32,00,000 voters, it gets only 37 seats' representation in the State assembly. But Kashmir valley that has 15,000 sq.km of area with 28,00,000 voters, gets 44 seats, plus potential 2 nominations! In Jammu region, 15-20% of land, government jobs and businesses are owned by Kashmir valley Muslims. But the reverse is not found in the Kashmir valley. Sparingly populated Ladakh on the other hand has always expressed interest to become a separate state or Union territory in India. It's area of 59,000 sq.km is much bigger than states like Manipur and Nagaland. But its voices are ignored and it is lumped with Kashmir valley and being treated as second class within the state.

It is not fashionable to present Hindus, Sikhs, Buddhists or Muslims of these two regions in TV debates, so most people don't even know their real problems.

Except Ghulam Nabi Azad, who is half Kashmiri and half Jammuite, no other Chief Minister of the state has hailed from  Jammu or Ladakh regions in nearly 6 decades!

Ladakh region does not have any university with access to professional education. It had only one degree college till a few years back. When you look at the 59,000 sq.km of rugged, hilly area, you can imagine how much access the sparsely populated districts had to higher education.

6. Injustice to villagers close to international border: The villagers within 20-30 KM of Pakistan border face repeated refugee status. They were evacuated for reasons understandable, during 1948, 1965, 1971 and 1999 wars with Pakistan. These 2 to 3,00,000 people will have to wait for years to get back to their villages after the war. Some times it could take up to 7 years after a war to de-mine their fields. There is very little help for their lives that get periodically uprooted.


7. Injustice to 1947-48 Refugees from today's Pakistan area:
Lakhs of refugees don't have state subject certificates. This means, they can't buy property, can't get government jobs or cast their vote in Jammu and Kashmir elections! And.. these are third or fourth generation citizens of India who were unfortunately uprooted from their grand fathers' villages/towns, which are today in Pakistan. How many places on this planet can you show people who are born and brought up in the state, but not treated as state subjects when it comes to jobs, voting or residency?

Who will listen to the problems of the refugees, who were mostly Hindus migrating from Sialkot which is in today's Pakistan (and as a coincidence, from where Indian PM Manmohan Singh's family migrated from too, but luckily to a different state) to Jammu and Kashmir after partition? Their unfulfilled promises and betrayal is very well captured in these videos.

It is very apparent that the second class treatment is meted out to these, because they are non Muslims.For instance, a small group of Muslims who moved in from Tibet in late 1950s were given Jammu and Kashmir state subject status and citizenship, and were settled in Hariparbat area of Srinagar. These 8 to 10,000 Tibetans had no connection what-so-ever with Jammu and Kashmir, but still given special privilege, most likey due to their religion.  

8. Injustice to Kashmiris being ruled by Pakistan and/or China: The areas under Pakistan's control are Pakistan-occupied-Kashmir (PoK) and Gilgit-Baltistan. China controls the Aksai Chin and some parts of Gilgit. Neither Pakistan, nor China, ever had any accession legal document signed in favour of them by Jammu and Kashmir's administration at the time of 1947-48. So their entire occupation is illegal and understandably, the Kashmiris living under their rule totally oppose their rule. In fact, in 1994, Pakistan's Supreme Court upheld the Muzaffarabad High Court decision that Northern Areas (Gilgit and Baltistan) are NOT a part of Pakistan, but a part of State of Jammu and Kashmir. If one opens Pakistan's constitution, it technically rules out PoK (termed as Azad Kashmir in Pakistan) and Northern Areas as parts of Pakistan.

PoK essentially contains Mirpur, Muzaffarabad, Rawlakot, Neelam, Kotli, Poonch (Pak part) and Bagh areas, which are more linked culturally & ethnically to Jammu region. Their language is similar to Dogri, Pahadi and Punjabi. Kashmiri speaking people are very limited or non-existent in most of these areas today. Baltistan was a western district of Ladakh before illegally occupied by Pakistan in 1948.

The police chief, state chief, the intelligence chiefs of PoK are selected by the Pakistan federal government. Kashmiris have no say on these important selections. So much for "azadi" of freedom/self-determination! Nothing exposes the hypocrisy of Pakistan in claiming "azad" or "free" status for these illegally occupied areas, than the United Nations Refugee Agency, UNHCR, declaring PoK as NOT FREE at all, in 2008!

Unlike India, there is no Article 370 kind of exclusive rights to Jammu and Kashmir state subjects in Pakistan. A huge difference!

Truth about PoK: Video depicts the problems of Kashmiris under Pakistan's control like those in Muzaffarabad, who struggle for jobs & human rights. Their alienation is well depicted here. In fact 70% are daily wage labourers and 75% are food-insecure.Unlike the pampered Kashmiris of Srinagar in India, these unfortunate Kashmiris stuck in Pakistan have 35-40% below poverty population as this video explains:


To make all these worse, a part of Hunza-Gilgit called Raskam and the Shaksgam Valley of Baltistan region, was ceded by Pakistan to the China in 1963. This illegally ceded area of Jammu and Kashmir, measuring 1000s of sq.km, is also known as the Trans-Karakoram Tract. This was a complete betrayal on the people of Jammu and Kashmir as without any consent from them or government of India which legally has accession of the entire state, a large chunk was illegally given to China by Pakistan. China holds the areas ceded by Pakistan on Trans Karakoram track and also an uninhabited part towards the east called Aksai Chin. Here is some information on China's discreet hold on Pakistan's Northern Borderlands today.

9. Injustice to Indians as a whole - The Article 370: No constitutional article has spawned so much debate in India since 1950s as the infamous Article 370 from 1954. Originally, this was supposed to be a procedural mechanism or an interim arrangement during war time and also during a time when UN was involved. Just a few lines drafted in here by Jawaharlal Nehru and Gopalaswami Iyengar has caused immense damage to Kashmiris as well as non-Kashmiri Indians. Neither of them were constitutional experts, legal experts or constitution authors. In gist, this article was supposed to say - "Jammu and Kashmir constitution would be extended with Jammu and Kashmir Assembly's consultation, concurrence and recommendation". But the way it was drafted was not legal, as the key legal authority was Maharajah Hari Singh, the ruler of the princely Jammu and Kashmir kingdom. If there is ONE blunder that has sustained lots of dimensions to this "problem", it is Article 370. No wonder almost everyone we have talked to, say this article must go. It is good to hear that at least recently a 99 year lease proposal is extended to everyone in India to invest in land in Jammu and Kashmir for job creation purpose. This is a good step in removing alienation of Kashmiris from rest of India, which was made up of 600 odd such kingdoms or provinces in 1947.

Here is a thought provoking analysis of why Article 370 is the REAL Kashmir Problem.

Article 370 is frankly neither a Hindu-Muslim thing, nor a Congress-BJP kind of political thing. It's pure discrimination legalized to benefit mostly a very small minority of Muslims of India who happen to be Kashmiris.Even the rest of Indian Muslims, whose number is easily 18-20 times bigger than Jammu and Kashmir's Muslim population, don't benefit from this illogical clause in the constitution.

Here is a view, of course backed by solid facts, demonstrating a highly pampering aspect of this exclusivity granted to a small percentage of Indian population, via Article 370. It is also worth noting that Article 370 has been used to keep many progressive laws out of Jammu and Kashmir.

Let's also examine a couple of myths that you will hear the moment you talk of Kashmir.


Myth 1: Accession, Autonomy and Plebiscite:

This is a very involved topic. This itself will need a long blog post to do justice to all parts. But since this keeps coming in all Kashmir related discussions, let's provide a few real scholarly links which would quench the knowledge thirst of any serious reader. For starters, 26th October 1947 was the date when Jammu and Kashmir princely state's maharajah, Hari Singh, signed a legal accession document to bring the state as a part of India.

a) V.K. Krishna Menon's marathon speech at UN lasting over 8 hours, on 23rd January 1957 is the ultimate place to figure all answers to misconceptions being floated in the plebiscite aspect.

d) The Secular Agenda book by Arun Shourie.

e) Speech by Mahomedali Currim Chagla at the United Nations Security Council on 5th and 10th February 1964, exposing the Plebiscite hollow argument from Pakistan.

Myth 2: Kashmir Valley Muslim Victimization:

Two maps would illustrate most of the things we want to convey on this  important sub topic. Here is the tiny valley that everyone focus on as "Kashmir problem".

However, the image below is the reality of Jammu and Kashmir entire state, including the parts illegally occupied by Pakistan and China.

Thus "Kashmir" that media portrays is about 7% in area of undivided Jammu and Kashmir, or about 15% of Jammu and Kashmir state within India today. Ladakh, about 59,000 sq.km in area, which is 58% Buddhist, plus has a Muslim region of Kargil, has no "problem". Jammu, about 27,000 sq.km in area, which is about 70% Hindu ha no "problem". So essentially, 86,000 sq.km of Jammu and Kashmir which is under Indian control today, has no alienation or "problem".

Now over to some poverty analysis: Anywhere from 32 to 40% of India as a whole is BPL or Below Poverty Line today. That's a massive number of people as well as percentage in a 1.2 billion country. During the last comprehensive listing of states, Jammu and Kashmir was shown as having just around 5% BPL population. Even if you adjust to the ever changing BPL criteria, the total BPL population in the entire state would be in single digits, far smaller than most of India. And here is the most interesting thing. Almost all this BPL is in Jammu and Ladakh region, and not in the Kashmir valley. So the so called "oppressed" valley is better off in terms of income levels, than most parts, if not all parts of India! Those familiar with Srinagar and surrounding areas tell about the quality of rice in public distribution system, the quality of houses, heating system during winter etc. No wonder when 100s die in rest of north Indian states closer during each cold wave during winters, no major casualties get reported from the Kashmir valley.

Coming  to jobs. There are around 4,00,000 government jobs in Kashmir valley alone! That is about 6 to 7% of the entire valley's population employed the government. I don't think there can be another state or division in India where you can find such a high number of population on government pay roll! Let's not get into who might have taken over the 60,000 odd government jobs that Kashmiri Pandits were in, before they were kicked out of the valley by gun totting Jihadis squad.

Land: Jammu and Kashmir was probably the first state in India that reformed land, essentially giving lands to the tiller in late 1940s. Most of the large land owning Kashmiri Pandits lost huge amounts of land overnight.If one looks into the land ownership in Kashmir valley today, almost everything would be owned by Muslims.

So plenty of government jobs, plenty of government package/investments, complete land ownership, lack of poverty compared to rest of India, must tell us that the whole Kashmiri Muslim victimization campaign is quite shaky.

To Conclude:

Let the governments in Srinagar and New Delhi look into the injustices listed seriously, and work to resolve them. Because if there is any "problem" in Jammu and Kashmir today, that is mostly created and nurtured by these two cities. Constantly pampering to a minority even within Jammu and Kashmir state is not the answer, but a holistic approach to correct the injustices is a good step forward.

Why Twitter Screamed "Sack Sheila"?

Twitter was abuzz recently with #SackSheila calls. Of course, you wouldn't see any major media house going after the CM of Delhi, like it goes after a few other CMs of India.

Did you wonder why media, particularly the TV section, shields Sheila Dikshit, even after Shunglu report, Lokayukta hits and a whole lot of administrative failures over the past decade? By any chance, is it being in the 'good books' of the all powerful dynasty?

Browsing through a few hundred tweets, I found the salient pieces of information shared by Twitter users. Go through them, and the links of blogs or newspaper reports with them, to get a fair idea of why #SackSheila was such a big buzz on social networks recently. Since it was India's topmost trending topic, there were literally 1000s of tweets, so my presentation below is only a microcosm of them, in no particular order.
  1. Let's start with Lokayukta and Corruption Charges part. Delhi Lokayukta (Ombudsman) asked the President of India to pull up Sheila Dikshit. By any standard of indictment, that must have been a huge deal. But did the President listen? No way..If you are an expert in getting into the 'good books' of the dynasty, President of India will give you a clean chit herself. It did happen in this case for sure.
  2. Do you know that even an ordinary minister of Congress CM, Sheila Dikshit, has guts to hit back at a Lokayukta

    Many screamed, Dear Mrs. Pratibha Patil, why not act firmly on Lokayukta's plea?

  6. Let's check the crime in Delhi part: Delhi has highest rate of crime against women 27.6 compared to national avg 14.1 per 100,000. If one goes through National Crime bureau's record website, there's a clear indication that Delhi is probably the worst, if not THE worst among 35 major cities of India, when it comes to crime against women.
  7. Annual increase in rape cases in Delhi since 2001 is 18%. This is from Delhi Police's official figures on their website. How much more pathetic this administration can be?

Shunglu report squarely blamed the Delhi CM. But, not just her, even the media cleanly pushed it below the carpet. Dikshit madam went to the extent of 'trashing' it !!
